SUMMARY:

The Bruce Beach Park Improvement Project carries out a key component of the 2010 Urban Core Redevelopment Plan, as further conceptualized in the Pensacola Waterfront Framework Plan. The Bruce Beach Park is located at 601 West Main Street, adjacent to South Clubbs Street and west of Maritime Park along Pensacola Bay.

On May 9, 2022, the CRA awarded a contract for construction of Phase 1 of the project. The construction is underway with an anticipated completion for Summer 2023.

Additional funding was allocated at the CRA Board’s October 10, 2022 Meeting to proceed with Phase 2 of the project. However, due to significant roadway deficiencies creating safety hazards along Clubbs Street in which reconstruction of Clubbs Street from Main Street south is part of the overall project scope, it was determined that immediate attention is needed, especially knowing that Phase 2 was several months to possibly a year away from commencing. So, the Clubbs Street reconstruction element of the project was advanced and is now considered Phase 2A. The scope includes the full reconstruction of Clubbs Street south of Main Street and the addition of a cul-de-sac at the southern end. This section of Clubbs Street will be utilized to access the park’s parking lot and is currently utilized heavily by Trans Montaigne Product Services, located to the west of the park.

Construction for Phase 2A was solicited on January 4, 2023, with 4 responsive bids received on February 6, 2023. All 4 bids came in below the pre-bid construction estimate of approximately $325,000. If awarded, construction of Phase 2A will commence late February / early March 2023 with completion Summer 2023.

Construction solicitation for Phase 2B is expected to occur Spring 2023 with construction commencement scheduled for Summer 2023. The completion of Phase 2B is anticipated for Fall 2024.

Phase 3, which is the design and construction of a historical resource center, has yet to begin as funding has not been identified; however, staff is actively searching for possible funding opportunities to initiate Phase 3.
