SUMMARY:

In 2021, the City Council approved funding for the creation of an Active Transportation Plan. The intent was to develop a high-level plan, with public input, to identify future roadway and trail improvements to make transportation easier and safer for people to walk and bike.

Kimley-Horn was selected as the consultant to develop the plan that identifies critical infrastructure investment that improve access, comfort, and safety for people walking, bicycling, and using other self-propelled modes of transportation.

Project values and expectations include:

•                     Build on the appropriate mapping and analysis collected as part of previous studies in tandem with public involvement to understand bicycle and pedestrian needs within the City;

•                     Document a baseline of existing challenges and barriers;

•                     Define guiding principles;

•                     Maximize the involvement of stakeholders and utilize a range of strategies to capture public input;

•                     Identify context classifications and street typologies with associated street design
guidance, including a matrix of improvements/cross section elements by classification to inform design guidance for future development and street improvements;

•                     Develop recommendations for how the City of Pensacola can create a multimodal
network of streets, including a project delivery framework that will include evaluation criteria; and

•                     Summarize an Action Plan for Implementation (Policy considerations, project
prioritization and project delivery, design guidance, physical list of improvements
identified, funding options, and reasonably achievable objectives and next steps to prepare for the future).

Meaningful community engagement was captured by listening and learning about different community members’ needs and desires through in-person and virtual meetings as well as online surveys.

A Steering Committee provided input through the planning process to develop the plan’s vision and guiding principles and provide guidance on the network map, design guidance, and actions for implementation.

To ensure the ATP reflects what we heard, multiple events were hosted, and the draft plan was available for public comment online and comments are included in the report appendices.

The consultant-recommended actions for implementation are grouped into four main areas:

•                     Update policies and regulations especially in the Land Development Code

•                     Leverage Quick-Build and Tactical Projects

•                     Partner to implement and promote the active transportation network

•                     Seeking funding and grant opportunities
