SUMMARY:
The Bruce Beach Park improvement project carries out a key component of the 2010 Urban Core Redevelopment Plan, as further conceptualized in the Pensacola Waterfront Framework Plan. The Bruce Beach Park is located at 601 West Main Street, adjacent to South Clubbs Street and west of Maritime Park along Pensacola Bay. The Bruce Beach Park improvement project serves to improve public access to the waterfront and to celebrate the site’s rich history as a former lumber planing mill, dry dock and, most notably, an African American recreation center and swimming pool during segregation.
Invitation to Bid #23-027 was advertised on June 6, 2023 for construction of phase 2B of the park. This phase consists of the construction of connected pedestrian pathways, parking, concrete wall terraces, a mound overlook, a rock scramble, a sand volleyball court, picnic area, and a kayak launch.
Two (2) responsive bids were received. Biggs Construction Company provided the lowest and best responsive bid. The engineer’s cost estimate totaled $3,581,485. The bid amount exceeded the cost estimate by $913,961. Staff recommends covering the overage by drawing from various budgetary line items within the CRA fund, however, it is not anticipated that any projects or programs will be negatively affected by this action. To cover the full cost of the project it is also recommended that funds be drawn from the Series 2017 Urban Core Bond allocation for the A Street Streetscape project and that this project be discontinued at this time.
