SUMMARY:
The Administrative Plan for the Housing Choice Voucher (HCV) program is used to establish local policies for administration of the federal program in accordance with U.S. Department of Housing and Urban Development (HUD) requirements. On occasion, the Plan must be amended to remain in compliance with program guidelines. Amendments to the plan are proposed in response to legislative and programmatic changes implemented by HUD to allow administrative flexibility to housing agencies in response to the coronavirus pandemic and to administer the Emergency Housing Voucher (EHV) program.
The Coronavirus Aid, Relief and Economic (CARES) Act offers waivers for numerous statutory and regulatory requirements for the HUD Housing Choice Voucher (HCV) program. In response to the pandemic, the city informally adopted the waivers to ensure continued assistance to program applicants and participants. In accordance with HUD guidance, the informally adopted waivers must be adopted by the governing body by December 31, 2021.
In May, 2021, the city received 35 special purpose Emergency Housing Vouchers (EHV). This amendment includes a description of the program and guidance for the administration of this program.
In addition to the amendments, the text of the Plan has been updated to provide greater clarity regarding the implementation of the HCV program portability process. A red line version of the plan is provided as Attachment 1.
