SUMMARY:

                                          

The City of Pensacola established a stormwater assessment fee in 2001 to provide a dedicated funding source for stormwater management costs.  Since its inception, the fee has generated over $42.7 million in assessment fee revenue.  To continue to receive stormwater assessment revenue, it is necessary that the City Council conduct a public hearing on August 12, 2021 to adopt the annual assessment resolution imposing stormwater service assessments and to approve the 2021 Stormwater Service Assessment Roll.

 

At the May 27, 2021 City Council meeting, the Council passed Resolution 2021-31 indicating its intent to increase the assessment rate from $72.24 per Equivalent Stormwater Unit (ESU) to $76.12 per ESU, or an increase of $3.88 per ESU.  The increase is needed for the City to maintain the current level of service for stormwater management and to provide for the purchase of needed capital equipment.

 

A summary of the residential and commercial charges proposed at the new rate is provided below:

Commercial:

 

A rate of $76.12 per 2,998 square feet of impervious area (including building footprint, paved parking area, etc.) minus appropriate mitigation credit, typically 32% provided for on-site stormwater retention.

 

PRIOR ACTION:                     

 

May 27, 2021 - City Council passed Resolution No. 2021-31 indicating the Council’s intent to increase the City’s stormwater assessment rate for FY 2021-22 to $76.12 per Equivalent Stormwater Unit (ESU).

FINANCIAL IMPACT:

                     

The FY 2022 stormwater assessment program will generate an estimated $2,871,800 at the proposed rate, an increase of $136,800 over the FY 2021 Beginning Budgeted amount of $2,735,000.
