A RESOLUTION OF THE CITY OF PENSACOLA SUPPORTING APPLICATIONS FOR TRANSPORTATION ALTERNATIVES PROGRAM FUNDING TO DESIGN AND CONSTRUCT MULTI-MODAL FACILITIES ALONG SEVERAL CITY ROADS; PROVIDING FOR AN EFFECTIVE DATE.

SUMMARY:

 

To provide for the design and construction of multi-modal improvements to key transportation facilities within the City of Pensacola’s Urban Core and Westside redevelopment districts, the City of Pensacola Community Redevelopment Agency (CRA) submitted applications for Florida Department of Transportation (FDOT) Transportation Alternatives Program (TAP) funding during the Fiscal Year (FY) 2019 funding cycle. The submitted projects were ranked the top two (2) priorities by the Florida-Alabama Transportation Planning Organization (TPO). However, due to limited funding and program transitioning, FDOT was unable to award funding towards these projects during the FY19 cycle and recommended resubmittal during FY20.

 

Due to the time sensitive nature of this application, the City Council would need to consider and adopt the resolution in support of the proposed projects during the December 2019 City Council meeting to successfully resubmit these projects.

 

TAP projects recommended for resubmittal include:

 

                     Multi-Modal Connectivity to Downtown Pensacola via W. Main Street

                     West Main Street from Clubbs Street to B Street

                     Multi-Modal Connectivity to Legion Field Park & Global Learning Academy

                     L Street from Cervantes Street to Gregory Street (Segment #1)

                     Gregory Street from Pace Boulevard to I Street (Segment #2)

                     Wright Street from Pace Boulevard to P Street (Segment #3)

 

Due to program funding limitations, staff will also continue to seek alternative funding sources to provide for pedestrian safety improvements along Pace Boulevard at Wright Street (Segment #3) and Jackson Street (Segment #4), and for other project elements, such as traffic calming/landscape features, as a component of the Multi-Modal Connectivity to Legion Field Park & Global Learning Academy project.

 

These projects will provide for enhanced connectivity and safety improvements to Downtown Pensacola, Legion Field Park, the Westside Library, and the Global Learning Academy. Conceptual plans for the project areas are attached.

 

PRIOR ACTION:                     

 

January 17, 2019 - City Council adopted Resolution No. 2019-02 supporting applications for transportation alternatives program funding for multi-modal facilities.

FINANCIAL IMPACT:

                     

Funds for the required match is included in the non-encumbered carryover resolution and will be available in the Community Redevelopment Agency’s Fiscal Year 2020 Budget upon adoption.
