That City Council award Bid #22-018 Commendencia Slip Hurricane Repairs Project to Emerald Coast Constructors, Inc., of Pensacola, Florida the lowest and most responsible bidder with a base bid of $459,372.50 plus a 10% contingency in the amount of $45,937.25 for a total amount of $505,309.75. Further, that City Council authorize the Mayor to execute the contract and take all action necessary to complete the project.

SUMMARY:
The Commendencia Slip Hurricane Repair Project will repair the damage that occurred from Hurricane Sally in September 2020. The proposed construction will include sidewalks, roadway, pavers, bulkhead repair, electrical, lighting, irrigation, landscaping, and pavement markings. Request for this add-on is based on the limited time for the awarding of the bid.

FINANCIAL IMPACT:
FEMA has obligated $187,110.00 for this project with 75% provided by the Federal Emergency Management Agency (FEMA) 12.5% provided by the Florida Division of Emergency Management (FDEM) and the remaining 12.5% from the City of Pensacola. Since this is a large project, upon closeout the City will request additional funds from FEMA and FDEM based on actual project cost. At the end of Fiscal Year 2021, $2.55 million of available Fund Balance within the General Fund was assigned to ensure the City has sufficient funds for the required 12.5% match for Hurricane Sally projects.
