SUMMARY:
The Law Enforcement Trust Fund was established by City of Pensacola to allow the Police Department the use of money and goods confiscated as a result of criminal activity. Florida State Statute 932.7055 as amended on July 1, 2016, details the circumstances confiscated goods may be used. The Federal Controlled Substance Act, Section 881 (e) (3) of Title 21, United States Department of Justice guide to Equitable Sharing designates the uses of Federal Law Enforcement Trust Funds.
The Pensacola Police Department is requesting $5,000.00 to be appropriated from the Law Enforcement Trust Fund (LETF) for the purpose of donating to the Booker T. Washington High School Project Graduation. The funds will help provide costs for the venue and supplies needed for the event.
Project Graduation is an all-night alcohol and drug free celebration for graduating seniors. Parents, teachers, community members and local businesses partner to provide graduates with a fun and exciting event to celebrate graduation night in a safe, alcohol and drug free setting.
The cost of Project Graduation is $20,000 to provide food, transportation, security, and entertainment venue, Splash City Adventures, to include exclusive secure access to the amusement and water park. Cost also includes t-shirts and pre-post event snacks to graduates.
This event will serve as a drug abuse prevention program to keep our neighborhoods safe from impaired drivers, as well as teenagers committing the crime of underage drinking and use of illicit drugs. National statistics show that more young people between ages 16-20 are injured or killed, between the hours of 10 p.m. and 4 a.m., during graduation season (May/June) than any other time of the year. This event will keep 200 Booker T. Washington graduates off the streets and from becoming a tragic statistic. Project Graduation has been an instrumental factor in ensuring that no drinking and driving fatalities have occurred in the City of Pensacola on graduation night since its inception.
The Chief of Police has certified that this request complies with the statutory requirements of Florida Statute 932.7055 and that the funds appropriated will be used for the qualifying purpose(s) of crime prevention, safe neighborhood, and drug and alcohol abuse prevention.
This item meets the requirements under the Council Rules and Procedures as an add-on item due to the time sensitivity; the event will take place prior to the next Council meeting.

Adoption of the Supplemental Budget Resolution will appropriate the funds in the Law Enforcement Trust Funds for these purposes. There is no impact to the General Fund.
