That City Council approve and authorize the Mayor to execute the acceptance of the Federal Aviation Administration Airport Improvement Program (AIP) Grant 3-12-0063-053-2023 in the amount of $1,170,000 to provide partial funding for the Runway Guard Lights Design and Construction. Further, that City Council authorize the Mayor to take the actions necessary relating to the acceptance and execution of the grant, consistent with the terms of the agreement and the Mayor’s Executive Powers as granted in the City Charter.

SUMMARY:
Pensacola International Airport is eligible to receive annual grants in aid from the Federal Aviation Administration (FAA) to help cover the costs of certain safety, security, or capacity projects needed for the ongoing operation and development of the facility. These grants, offered under the FAA’s Airport Improvement Program (AIP), are based on passenger enplanements.
As part of the annual budget process, Airport Staff works with FAA personnel to identify projects that qualify for AIP reimbursement and submits pre-applications and applications to the FAA accordingly. For this year, Airport Staff, working with the FAA Airports District Office identified the requirement for runway guard lights as an Airport safety enhancement.
In response to the application filed by Airport Staff, the FAA has offered a grant in the amount of $1,170,000.

FINANCIAL IMPACT:
Pensacola International Airport routinely request grant funding from the FAA as part of a annual work program. In anticipation of this grant, funds were allocated in the fiscal year 2023 budget. In fiscal year 2023, funding in the amount of $1,170,000 has been appropriated in the Airport’s grant account and funding in the amount $130,000 has been appropriated in the Airport’s capital improvement account.
Funds will be provided from the FAA on a reimbursable basis.
