SUMMARY:

The Administrative Plan for the Housing Choice Voucher (HCV) program is used to establish local policies for administration of the federal program in accordance with U.S. Department of Housing and Urban Development (HUD) requirements.  On occasion, the Plan must be amended to remain in compliance with program guidelines.  Amendments to the plan are proposed in response to the shortage of available rental units.

In response to the national shortage of available rental units, HUD provided guidance to housing agencies to consider expanding their list of eligible housing types for program participation.  The Housing Department is recommending amending the Housing Choice Voucher Program Administrative Plan, Section 12.4, Eligible and Ineligible Housing Types, to include the following special housing types: congregate housing, group homes, shared housing, cooperative housing, single-room occupancy, and assisted living facilities.  These special housing types have been available to program participants as a reasonable accommodation.  Offering an expanded definition of eligible housing types to all voucher holders will provide program participants increased options when searching for suitable housing.
