RECOMMENDATION:

That City Council approve the ranking of the selection committee for RFP NO. 21-031 Comprehensive Parking Management Solution and award a five-year contract to Parkeon, Inc. d/b/a Flowbird, submitting the best proposal. Finally, that City Council authorize the Mayor to negotiate and execute the contract with the named firm and take all related actions necessary to engage their services, as required.

SUMMARY:
The City issued a Request for Proposals (RFP) for a five-year contract for a Comprehensive Parking Management Solution, with one five-year contract extension option. The City received three proposals.
Under this contract Parkeon, Inc. will set up and /or update the back-office payment, collection, tracking and reporting systems. White label branding of all customer facing information, digital and printed, with the City of Pensacola Logo. Provide E-permitting solutions for the Jefferson Street Garage, Tarragona Lot, North Palafox Lot, and the Boat Ramps. They will support all existing and new on-street pay stations. Supply a customized ParkPensacola mobile parking App solution. As wells as, full citation services to include; handheld enforcement devices, platform for issuing citations, full tracking of each citation’s life cycle, collection management, on-line, phone and pay station payment options, Scofflaw processing, web-based reporting, site management, LPR technology and full integration. Parkeon, Inc. will also provide, merchant records of services, analytics of all parking transactions, permits and citation activities. In addition to supplying training, 24-hour customer support, back office technical support and troubleshooting for end users.
A selection committee was formed to evaluate the proposals. The committee members were Bobby Echols - Deputy Director of Innovation and Technology, Lissa Dees - Parking Manager, Wayne Glass - Parking Supervisor, Mark Jackson - Sustainability Coordinator, Stephan Hall - Budget Manager. The members reviewed the proposals, and based on scoring criteria, the proposals of the firms were ranked in the following order.
1) Parkeon, Inc. d/b/a Flowbird
2) Data Ticket, Inc.
3) Inet, Inc. d/b/a iParq
