That City Council adopt Resolution No. 2022-029:

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PENSACOLA, FLORIDA, EXPRESSING SUPPORT TO THE FLORIDA DEPARTMENT OF TRANSPORTATION TO INCORPORATE ADDITIONAL ROAD DIET DESIGN ON PALAFOX STREET, FROM SCOTT STREET SOUTH TO CERVANTES STREET, INTO THEIR PLANNED RESURFACING, RESTORATION, AND REHABILITATION PROJECT; PROVIDING AN EFFECTIVE DATE.

SUMMARY:

                                          

FDOT has a Resurfacing, Restoration and Rehabilitation (RRR) project scheduled for construction in FY2023 (Item No. 4325681) SR 95 (US 29) N Palafox Street from end of concrete to SR 296 (Brent Lane) and is willing to incorporate the City’s Palafox Street Road Diet Project (Scott Street (concrete end) south to US 98 (Cervantes Street) approx. 1.12 miles into the RRR project. However, in order to keep to FDOT’s production schedule for the RRR project, design of the road diet improvements would need to begin soon.

 

Previously FDOT studied this section of Palafox Street and determined that it would be a good candidate for a Road Diet configuration (four travel lanes to two travel lanes). Also, FDOT has offered to cover the design phase management and costs, as well as management of the construction, but the construction phase would be funded by the City.

 

So, in order to keep to the production schedule, the City needs to provide written commitment stating via the attached resolution from Council, by the end of the month.

 

Note: FDOT’s pre-design construction cost estimate for the road diet improvements is approx. $1.2M; however, the post-design construction estimate will be a better reflection of anticipated construction cost. If the City commits to partnering with the Department on this project, the City’s funding amount would be outlined and ultimately transferred to the Department after both parties enter into a Local Funding Agreement (LFA). The LFA execution would occur after design completion, which should occur around Fall 2022.
