That City Council allocate a total of $425,000 from the remaining $1,403,346 in American Recue Plan Act (ARPA) dedicated for Homelessness Reduction to the Lotus Campaign Inc. Further, that City Council approve a Miscellaneous Appropriations Agreement (MAA) between the City of Pensacola and The Lotus Campaign, Inc. Finally, that City Council authorize the Mayor to take all actions necessary to transfer the necessary funding and execute the agreement.

SUMMARY:
The Lotus Campaign is a non-profit organization that seeks to bring together the for-profit and nonprofit sectors to create sustainable, scalable solutions and lasting impact. Lotus will begin a Landlord Participation Program (LPP) which is an incentive-based program to encourage for-profit landlords to lease to people experiencing homelessness by providing security deposits, application fees and guarantees for lost rent. Meanwhile, Lotus will partner with local non-profit organizations to bridge the gap between those who know the most about real estate and investment and those who know the most about ongoing support and social services.
Lotus will utilize $425,000 over a two-year period to create the LPP in Pensacola. Lotus will also seek to raise additional funds, recruit nonprofit organizations and landlords, set up data and impact analysis and help facilitate housing placements for individuals and families currently or in danger of experiencing homelessness.
Additionally, Lotus will set up a social impact and data tracker specific to the LPP in Pensacola to track housing placements and other relevant impact measures.
PRIOR ACTION:
August 12, 2021 - City Council approved Supplemental Budget Resolution appropriating a total of $3,000,000 for homelessness reduction.
December 1, 2021 - City Council allocated $1,596,654 to certain agencies from the $3,000,000 allocated for Homelessness Reduction

A total of $425,000 of American Rescue Plan Act (ARPA) funding will be spent over a two-year period.
