That City Council authorize the use of Tree Planting Trust Fund monies to purchase trees to be planted and maintained within specific parks, to be determined by Geosyntec Consultants, Inc. in conjunction with the Parks and Recreation Department not to exceed $150,000.00. Further, that such authorization includes hiring of a tree service company to plant and maintain planted trees for a period of time determined necessary to establish the planted trees.  Finally, that City Council authorize the Mayor to execute all contracts, related documents and take all related actions necessary to complete this project.

SUMMARY:

                                          

On January 25, 2021 the City’s Parks and Recreation department issued a purchase order to Geosyntec Consultants, Inc. to develop a tree planting plan for those lost through Hurricane Sally.  The plan consists of two phases, the first targeting seven parks throughout the City, one per district; and the second, planting trees in more locations throughout the City.  Geosyntec has consulted with various agencies such as the UF/IFAS Extension in Escambia County and provided some soil testing to ensure the right tree is planted in the right place.

 

This project is to refurbish those trees which were lost during Hurricane Sally. However, it is not eligible for FEMA funding.  The City paid to have the trees removed and has applied to FEMA for reimbursement of the funds expended to have the trees removed. FEMA does not fund tree refurbishment. Phase 1 was completed earlier this year, which covered 7 parks, 1 per district. The cost associated with the Phase 1 tree purchase and installation is a part of this request.

 

Geosyntec was hired to conduct the analysis and is being paid separately in the amount of $56,334 from the General Fund and the American Rescue Plan Fund.

FUNDING:                     

 

     Budget:                     $  529,782.63     Tree Planting Trust Fund Appropriated Balance

 

      Actual:                     $  150,000.00     Purchase, plant, and maintain trees

 

FINANCIAL IMPACT:

                     

An appropriated balance in the amount of $529,782.63 is currently available in the Tree Planting Trust Fund.  The total cost of the Park Refurbishment Plan, Phase 1 and Phase 2 shall not exceed $150,000.00.  Upon City Council approval, $150,000 will be transferred from the current holding account to an account specifically for this project within the Tree Planting Trust Fund.
