That City Council approve a lease with the Southern Youth Sports Association Inc. for the Theophalis May Resource Center at Legion Field. Further, that City Council authorize the Mayor to take all actions necessary to execute the lease.

SUMMARY:
The Southern Youth Sports Association (SYSA) has utilized the Theophalis May Center for a number of years, conducting youth athletic and enrichment programs aimed at reducing delinquency, substance abuse, and other barriers to maximizing their potential. These programs have been conducted previously under short-term use agreements with the City’s Park & Recreation Department.
As a partner to Parks & Recreation, SYSA is now committed to making significant capital improvements to the Center and expanding its footprint, improvements which are more suited to a long-term lease. A 25-year lease (draft attached) is requested for financing and fundraising purposes.
