That City Council approve the ranking of the selection committee and award a contract to Quina Grundhoefer Architects, P.A. for Phase 1 of the Request for Qualification (RFQ) No. 21-015 Architectural and Engineering Services for the construction of a Community Resource Center at Tippin Park for an agreed upon fee in the amount of $67,303.80. Further, that Council authorize the Mayor to execute all contracts and related documents and take all related actions necessary to complete Phase 1 of the project.

SUMMARY:
On March 19, 2021 the City issued a Request for Qualifications (RFQ) for Architectural and Engineering services for the new Resource Center to be constructed at Tippin Park. A selection committee was formed to review the written RFQ responses, short list firms for oral presentations, receive the oral presentations, rank the firms, and provide a recommendation for award of contract to the top ranked firm. The committee was comprised of City employees Tonya Byrd, Brian Cooper, David Forte, Brad Hinote, and Lawrence Powell. The Committee short listed four firms to make oral presentations: Caldwell Associates Architects, Inc., DAG Architects, Inc., Goodwyn Mills & Cawood, Inc., and Quina Grundhoefer Architects, P.A. Following the oral presentations, the committee ranked the firms and designated Quina Grundhoefer Architects, P.A. as the top ranked and most qualified firm responding to the RFQ.
The first phase of the project includes two or three public input meetings, development of an on-line forum that allows for public input, and development of two or three schematic design concepts to be presented to the public for input. The results of these efforts will establish the budget and scope of the project.

FINANCIAL IMPACT:
The total budget for this project is $1,000,000.00 and is funded within the Local Option Sales Tax Fund. To date, $94.02 has been expended for completed items related to architectural and engineering services, leaving a balance of $999,905.98. Upon City Council’s approval of the final design and budget estimate, any additional funding required for the completion of the project will be brought back to City Council for discussion and appropriation.
