That City Council approve a License Agreement with Quantum Wireless Networks, LLC at the Pensacola International Airport. Further, that City Council authorize the Mayor to take all actions necessary relating to the execution of the License Agreement.

SUMMARY:
Quantum Wireless Networks, LLC contacted the Airport in June 2020 about installing a distributed antenna system (DAS) within the Airport Terminal Building. Verizon Wireless Communications LP has been operating a single-carrier DAS at the Airport since 2014, but Quantum proposed a multi-carrier DAS that would be offered to all wireless carriers.
After several site visits, paused by pandemic travel restrictions, staff and Quantum agreed upon terms that would pay the Airport for the use of the facility while allowing Quantum to negotiate with the wireless carriers for their business. Quantum was offered a license agreement with the City that allowed the company access to the Airport Terminal Building for the purpose of installing signal boosters to enhance the signal to wireless users within the building. This agreement contains terms similar to those offered other communications service providers at the Airport.
This agreement will establish the operating and financial framework for both parties. The term of the License Agreement is ten (10) years with two (2) additional five (5) year renewals. This will give Quantum sufficient time to amortize its investment and to negotiate contracts with wireless carriers.

FINANCIAL IMPACT:
An initial license fee of $75,000.00 will be paid to the Airport within 30 days following the date that the first carrier commences operation on the DAS. A separate fee of $500.00 per month will be paid for each additional carrier that signs on with Quantum for use of the DAS.
