That City Council follow the recommendation of the EAB and allocate funding for the purchase of two battery operated commercial leaf blowers at the choice of parks and recreation, put them on two different crews and come back to the Board [EAB] with a report and analyze the effects.

SUMMARY:

 

The City Council referred this item to the EAB with the narrow focus of lawn management practices of city property.

 

The EAB took the item up at their October meeting, hearing from the public, having brief discussion and requesting additional information.  At their November meeting the following properly made motion and second stated:

 

That the Environmental Advisory Board request City Council to purchase two battery operated commercial leaf blowers at the choice of parks and recreation, put them on two different crews and come back to the Board [EAB] with a report and analyze the effects.

 

Based on the narrow focus of the referral and the fact that currently the City is not using commercial grade leaf blowers, the EAB felt that in order to review and recommend to the City Council, there needed to be an “apples to apples” comparison through the use of commercial grade leaf blowers.  It was felt that once these were purchased and put into use, primarily during the cutting season, they would be in a more informed position to analyze and make the requisite recommendations.

September 23, 2021 - City Council referred this item to the EAB

 

November 4, 2021 - the EAB made a recommendation regarding this referral
