That City Council award a contract for ITB #21-025 Port of Pensacola Berths 2,3,5,6, & 7 Repairs to Underwater Mechanicx (UMX) of Jacksonville, Florida the lowest and most responsible bidder with a base bid of $990,848.00 including additive alternate #1 of $529,280.00, plus a 10% contingency of $152,012.80, for a total of $1,672,140.80. Further, that City Council authorize the Mayor to execute the contract and take all actions necessary to complete the project.

SUMMARY:
On September 16, 2020, Hurricane Sally significantly damaged port berths 2,3,5,6 and 7 and following inspection by the port’s engineer, it was determined by port staff that repairs were necessary.
This berth repair project will use cast in place concrete pedestals with arch fender units versus the existing timber cribbage system it will replace. It is engineered to be significantly more resilient to future damage from storm surges and wave action encountered during hurricanes and tropical storms. It is also more durable, corrosion resistant, and will require minimal maintenance after installation.
As this repair project is not going back to pre-storm condition of the cribbage system but will be a more robust and resilient solution, use of the FEMA 428 Public Assistance program was requested. A 428 program allows FEMA to issue a one-time lump sum payment for repairs that are agreed to by the City. Additional FEMA reimbursement is not authorized under a 428. Again, 428 project will provide the Port the most cost-effective repair of the berths and is a vast improvement in the long term for the reasons stated previously.
The additive alternate project will modify berth 7 to better accommodate barges by installing new mooring dolphins replacing 40 year old infrastructure and is made possible by using the 428 program as well.

FINANCIAL IMPACT:
The City has requested that FEMA approve this project as a 428 project in which both FEMA and the City agree to a lump sum payment. FEMA has obligated a PW in the amount of $1,424,024.00 with 75% provided by the Federal Emergency Management Agency (FEMA), 12.5% provided by the Florida Division of Emergency Management (FDEM) and the remaining 12.5% from the City of Pensacola Port Fund. The City of Pensacola’s portion of 12.5% will be $178,003.00 and is available in the Port Fund. The additional $248,116.80 funding is also available in the Port Fund. Once final project costs are determined, a supplemental budget resolution will be brought to Council to appropriate any additional costs necessary.
