PARKS AND RECREATION BOARD RESOLUTION REGARDING VETERANS MEMORIAL PARK RESTROOMS

end

SUMMARY:

At the February 11, 2021 City Council Meeting, City Council approved Supplemental Budget Resolution (2021-07) on a 7-0 vote authorizing a $50,000 donation to provide funding for the site work for this project.  The monies were appropriated from the current available fund balance within the General fund.

At the March 18, 2021 Parks and Recreation Board Meeting, discussion occurred regarding proposed portable restrooms for the Veterans Memorial Park.  After this discussion, the Board passed a resolution stating:

The Parks & Recreation board today resolved through a 4 to 1 vote to advise the City Council that we find that an error has been made in the placement of the proposed restroom trailer on Romana Street on Admiral Mason Park property. We ask the Council to review all possible options, including additional funding.

This item seeks to discuss the Parks and Recreation Board resolution as well as seek responses to the following questions:

1. We were not put on notice as to the fact that the $50,000.00 came from the funds that were frozen.

2. Nothing in the agenda package alerted us to the fact that the trailer was being placed on what appears to be Admiral Mason Park.

3.Nothing in the agenda package alerted us to the fact that trees and vegetation would be removed.

                     4. What is the value of the removed trees and vegetation?

                     5. Lastly, how is unaesthetic, bare dirt where the trailer is going to sit to be mitigated when it is not located there while in use or stored someplace else?

                     6. What will be the impact of this unaesthetic mess on the Hawkshaw development?
