That City Council award the quote for the Project Titan Hangar 2 Parking Lot Modifications to Gulf Beach Construction of Gulf Breeze, Florida, the lowest and most responsible bidder, for a base price of $98,920.00 plus 10% contingency amount of $9,892.00 for the total contract value of $108,812.00. Further, that City Council authorize the Mayor to take the actions necessary to execute and administer a contract and complete the work, consistent with the bid, contracting documents, and the Mayor’s Executive Powers as granted in the City Charter.

SUMMARY:
Project Titan is the development of a commercial aircraft maintenance, repair, and overhaul (“MRO”) campus at Pensacola International Airport that began with the occupancy of MRO Hangar 1 by VTMAE in the summer of 2018 (previously known as Project Stallion). In February 2023, MRO Hanger 2 achieved substantial completion. Upon facility completion it was determined that to accommodate the turning radius of the operationally applicable WB-67 tractor-trailer rather than the under-designed WB-50 tractor trailer, improvements to the Hangar 2 Parking Lot were required to facilitate sufficient logistical support. Such modifications will improve the ingress and egress for such delivery trucks to the loading docks.
The City solicited quotes from SBE’s for this project due to its construction cost estimate coming in under the $100,000 threshold. However, since Gulf Beach Construction now qualifies as a Tier 2 SBE, the award of quote must be approved by City Council.

FINANCIAL IMPACT:
The funds for the project were appropriated in the Airport Fund on Supplemental Budget Resolution No. 2019-13 at the March 28, 2019, City Council Meeting. The total project cost is being funded by a combination of VT MAE investment, state grants, federal grants, and local funds. Funding for the Hangar 2 parking lot modifications are available under Element 1.
