RECOMMENDATION:
recommendation
That City Council approve acceptance of Florida Department of Environmental Protection Agreement No. 22FRP82 in the amount of $1,991,000 to provide partial funding for the design of flood mitigation and retrofitting of Main Street Retrofit in the City of Pensacola. Further, that City Council authorize the Mayor to take the actions necessary relating to the acceptance and execution of this grant, consistent with the terms of the agreement and the Mayor’s Executive Powers as granted in the City Charter. Finally, that City Council adopt a Supplemental Budget Resolution appropriating the grant funds.

SUMMARY:
On May 12, 2021 Florida passed Senate Bill 1954, which provided for comprehensive legislation to ensure a coordinated approach to Florida’s coastal and inland resilience. This program, known as the Florida Resiliency Program, governed by the Florida Department of Environmental Protection, enhances efforts to protect inland waterways, coastlines and shores, which serve as invaluable natural defenses against sea level rise. The City of Pensacola desires to provide citizens with health and safety including but not limited to maintaining clean and efficient waterways.
City of Pensacola has had a noted record of success in working with FDEP on multiple grant funded projects in the past including previous Florida Resiliency Program funding and the City feels it is in our best interest to use for these funds assist in actively address issues related to the impacts of flooding in the City Limits.
The grant would provide partial funding for a consultant to review project objectives, prepare design documents, prepare front-end documents for a public competitive bid process, and construction services related to the grant. The remaining funding will come from ARPA funding as well as City-related capital improvement accounts.
