That City Council authorize the Mayor to accept and execute the Florida Department of State (DOS) General Program Support (“GPS”) Grant 22.c.ps.900.853 in the amount of $50,000 to help reimburse expenditures incurred as part of the Florida’s Territorial Bicentennial events between July 1, 2021, and June 30, 2022. Further, that City Council authorize the Mayor to take all actions necessary to execute the grant.  Finally, that City Council adopt a supplemental budget resolution to appropriate the grant funds.

SUMMARY:

                                          

On July 17, 1821, United States’ officials oversaw the exchange of flags in Pensacola as Florida formally passed from Spanish to American possession. Through a community-wide effort, our State and local community is in the process of commemorating this important event in our local, state, and national history. The major celebratory event occurred locally on Saturday, July 17, 2021. Operating funds for this event, as well as following programs, were funded by funds previously granted by the City ($25,000.00) and Escambia County ($25,000.00). This state-level award is a match of those combined funds for general program support. 

 

Grant funds will be used to reimburse the UWF Historic Trust for expenditures that occurred as part of the July 17, 2021, event and for at least one smaller event to follow. This specifically includes the design, fabrication, and installation of interpretive historical signage, marketing materials, programing, and products related to the July 17, 2021, event program, products produced by UWF Historic Trust and WSRE to document the bicentennial celebration, and marketing and promotion for a Harvest Dinner in October by St. Michael’s Cemetery.

 

On July 23, the City was awarded the GPS grant in the amount of $50,000.00. This funding may be used to reimburse allowable expenses back to June 1, 2021 as well as fund allowable expenses through June 30, 2022. The grant funding should further the State’s cultural objectives by conducting, creating, producing, presenting, staging or sponsoring cultural exhibits, performances, educational programs, or events.

 

The City’s Financial Planning and Administration Policy requires grants that equal $25,000 or more in total expenditures to have City Council approval prior to grant acceptance.
