That City Council award contracts to APTIM Port Services, LLC, and HDR Engineering, Inc. for professional maritime and other engineering services for the Port of Pensacola  requested through RFQ #23-006 for an initial term of five years. Further, that Council authorize the Mayor take the actions necessary to negotiate, execute, and administer the necessary contracts, including the two one-year renewal options specified in the RFQ, consistent with the terms of the contracts and the Mayor’s Executive Powers as granted in the City Charter.

SUMMARY:

                                          

The ongoing maintenance and operation of the Port of Pensacola requires the services of professional maritime engineering firms to provide general design, construction administration, and inspection services for various port projects. Rather than soliciting for an engineering firm for each individual project, the Port contracts with several firms to provide the necessary services over a five-year period.  This approach is more efficient, has less impact on the Port and other City departments, and is endorsed by the Florida Department of Transportation.

 

Due to the number and diversity of anticipated projects over the next five years, Port Staff proposes to employ two firms which have developed teams to provide maritime engineering services for the development of construction plans and specifications, construction contract documents, cost estimates, dredging computations, and construction administration.  Additionally, the firms will be able to advise Staff on minor repair and maintenance items, permitting concerns, and other administrative issues that may arise during the term of the contract. 

 

In January 2023, staff issued RFQ 23-006 for the services.  Six responses were received on February 21, 2023.  A review panel comprised of Mr. Clark Merritt, Port Director; Mr. Thomas Coggin, Port Commercial and Security and Ms. Diane Moore, Pensacola Energy Operations, reviewed the qualification packages and requested that the top three firms make oral presentations.  After oral presentations on April 27, 2023 and evaluating the firms, the panel ranked them in the following order:

 

1.                     HDR Engineering, Inc.

2.                     APTIM Port Services, LLC

3.                     Moffit and Nichol, Inc.

 

As the RFQ specified that only the top two firms would be selected, the committee recommends pursuit of contracts with the top two firms as listed above. 

 

Once the continuing services contracts are executed and in effect, individual Service Authorizations (SA’s) or “Work Orders” are generated that detail scope, fees, and terms for proposed projects.

FINANCIAL IMPACT:

                     

Award of contracts to HDR Engineering, INC. and APTIM Port Services, LLC does not have a financial impact.  Once the contracts are executed, staff will obtain authorization of the individual work orders with detailed cost information for the project.
