SUMMARY:

                                          

The Law Enforcement Trust Fund was established by City of Pensacola to allow the Police Department the use of money and goods confiscated as a result of criminal activity. Florida State Statute 932.7055 as amended on July 1, 2016 details the circumstances confiscated goods may be used.  The Federal Controlled Substance Act, Section 881 (e) (3) of Title 21, United States Code, in accordance with the United States Department of Justice Guide to Equitable Sharing designates the uses of Federal Law Enforcement Trust Funds.

 

The Pensacola Police Department (PPD) is requesting $20,000 from the Law Enforcement Trust Fund (LETF) established by the City of Pensacola as a non-major special revenue fund and as such, combining both state and federal confiscated funds into one accounting fund.  The enhancement of relationships between law enforcement and the community promotes a safe and engaged community.  The requested amount of $20,000 will help PPD fund the following:

 

The purchase of supplies in the amount of $8,846.00 in support of crime prevention, safe neighborhoods and community engagement.  This will allow Pensacola Police Department to purchase PPD branded items as giveaways and prizes at schools, community events, and youth summer engagement activities that cultivate positive interactions and stimulation of relationships between law enforcement and community members.

 

Funding in the amount of $5,000.00 for youth summer activities such as CampHero which is a one week day camp developed and led by the Pensacola Police Department.  This camp includes upwards of sixty (60) elementary and middle school-aged children from Pensacola area schools geared towards positive interaction with everyday heroes to include officers and staff of the PPD, the medical flight crew from LifeFlight, local military service members and veterans at NAS Pensacola, our brothers and sisters with Pensacola Fire Department, and local EMS responders.

 

Funding in the amount of $5,000.00 is needed to support the Pensacola Police Department’s Citizens Police Academy sessions that are held multiple times per year at the police department. 

 

Pensacola Police Department currently uses a network of tools for our community and neighborhood crime prevention education and engagement; to include social media, community partnerships, and neighborhood outreach.  PPD is looking to expand this reach through the production of videos that can be disseminated, not only through PPD’s social media channels and web page, but also through targeted engagement opportunities throughout and within our community.  Pensacola Police Department is also looking to build an intensive and strategic recruitment campaign with the goal of hiring the best and brightest staff to the Pensacola Police Department.

 

Pensacola Police Department is requesting $712.89 to purchase video and audio equipment that will be utilized to create video content to aid with crime prevention, safe neighborhoods, and other law enforcement purposes. 

 

PPD is also requesting an additional $441.00 to purchase an annual subscription to video production software which will allow us to seamlessly produce, brand, and stream content, including live steaming to social media platforms.

 

The enhancement of relationships between law enforcement and the community promotes a safe and engaged community.

FINANCIAL IMPACT:

                     

The funds would be from the Law Enforcement Trust Fund and would have no impact on the City’s General Fund.  The attached Supplemental Budget Resolution will appropriate funds for these purposes.
