SUMMARY:

                                          

Management of the public parking assets within the City’s downtown core was transferred from the Downtown Improvement Board (DIB) to the City of Pensacola in October 2020. At that time Lissa Dees left the DIB to become the City’s Parking Manager, heading up a special operating division established within the Mayor’s Office.

 

Since that time, Parking Management’s work has expanded to include not only management and proactive enforcement of the Jefferson Street Garage, public lots and on-street parking in the downtown area but, also, reactive enforcement of on-street parking regulations throughout the City. Ms. Dees is also at the table during negotiations with major real estate project developers such as the East Garden District, Maritime Park remaining parcels, Commendencia Slip hotel, Port Warehouse 4 Sports, and others to ensure that both the City’s and the project’s long-term parking needs are considered.

 

Seeing the need for a more robust, public-facing parking operation going forward, Parking Management was broken out from the Mayor’s Office as a stand-alone department effective with the fiscal year 2023 budget. On October 1, 2022, Ms. Dees was named Interim Parking Management Director to provide the next Mayor an opportunity to set his priorities and organizational structure for parking.

 

Mayor Reeves, Deputy City Administrator Miller and Ms. Dees have had numerous productive conversations strategizing short-term improvements to the City’s parking product, including the recent text-to-pay rollout and new pay station wraps. In the near future, Council will hear more about plans Ms. Dees and her team are developing to continue to improve our product and proactively meet projected growth in demand, including opportunities to reinvest parking revenues back into the parking district in the form of improvements and enhancements to the patron experience.

 

As a result of Ms. Dees’ passionate pursuit of excellence in developing and growing Pensacola’s public parking product, Mayor Reeves has named her to the position of Parking Management Director effective immediately upon City Council confirmation.

FINANCIAL IMPACT:

                     

Ms. Dees is currently compensated at the department director level.  The salary is budgeted, and the permanent appointment will not result in any change to the compensation budget for that position.
