SUMMARY:

                                          

At the November 5, 2018 Agenda Conference, City Council was informed that staff had been meeting with Jon Shell of Upward Intuition to learn about his plans for the design and construction of the proposed skateboard park at the Hollice T. Williams Park. Since then, the City has appropriated Local Option Sales Tax (LOST) funds in the amount of $575,000 and the Community Redevelopment Agency (CRA) has approved funding in the amount of $300,000 towards the cost of the project.

 

On December 13, 2018 City Council approve Upward Intuition's request for the City to assume responsibility of the skateboard park construction.  At the time, Upward Intuition hoped to get additional funding in order to cover the cost of the skateboard park as well as additional components of the project the City wanted which included restroom facilities, parking, handicapped access, stormwater treatment, sidewalks, trees, a playground and a pavilion resulting in a total estimated project cost of $2,490,000.  Upward Intuition has been able to raise $230,000 towards the project resulting in a total funding commitment of $1,105,000.

 

In order to get this project underway staff has re-evaluated the project and would like to move forward with the skateboard park and restrooms at this time and address the additional components of the park as funding becomes available.  Current estimates to complete the skateboard park and restrooms total $1,805,000.  City Council has already appropriated $575,000 in LOST funds and $300,000 in CRA funds and Mr. Shell has raised approximately $230,000, leaving a funding gap of $700,000.  This item proposes using $500,000 in American Rescue Plan Act (ARPA) funds which were not needed for employee premium pay and $200,000 in General Fund unassigned fund balance to make up the difference.  Currently, there is a balance of $356,732 in the General Fund’s Unassigned Fund Balance.  Should City Council authorize the appropriation of $200,000, a balance of $156,732 will remain in the General Fund’s Unassigned Fund Balance.

 

The $230,000 expected from Upward Intuition has not yet been received.  These funds will be appropriated once they are received or a grant agreement has been approved by Council.

 

PRIOR ACTION:                     

 

October 13, 2016 - City Council approved supporting the efforts of Upward Intuition to construct the Blake Doyle Skate Park at the Hollice T. Williams Park.

September 10, 2018 - CRA approved $300,000 from the sale of CRA properties to be utilized for the construction of a proposed multi-purpose skate park and amphitheater at the Hollice T. Williams Park.

 

September 19, 2018 - City Council approved Resolution 18-40 adopting a final budget for the City of Pensacola for the fiscal year beginning October 1, 2018 which included $375,000 in Local Option Sales Tax (LOST) funding for the Blake Doyle Skate Park.

 

October 11, 2018 - City Council approved Resolution 18-46 amending the fiscal year 2019 budget transferring $200,000 in LOST funds appropriated for City Hall Parking Lot Improvements to the Blake Doyle Skate Park.

 

December 13, 2018 - City Council considered Upward Intuition’s request for the City to assume responsibility of the Blake Doyle Skate Park to be located at the Hollice T. Williams Park and expend the allocated amount of up to $1,375,000 for design and construction of the park.

 

December 13, 2018 - City Council approved authorize the Mayor to accept the Memorandum of Understanding between the City of Pensacola (City) and Escambia County for the planning, design and permitting of the Hollice T. Williams Stormwater Park Restore project which among other things included funding for the planning, design and permitting cost for the skate park.

FINANCIAL IMPACT:

                     

Adoption of the Supplemental Budget Resolution will appropriate an additional $700,000 in funds for the skate park; $500,000 in funding will come from the ARPA funds which were not needed for employee premium pay and $200,000 will come from the General Fund Unassigned Fund Balance, leaving a remaining General Fund Unassigned Fund balance of $156,732 in that account.

 

City Council has already appropriated $575,000 in LOST funds and $300,000 in CRA funds and Mr. Shell has raised $230,000, bringing the total available project funding to $1,805,000. Due to funding, additional park features (other than restrooms) discussed at prior meetings will not be included in the project cost at this time.
