That City Council award a contract for ITB #21-024 Port of Pensacola Floating Dock Replacement and Repairs to Gulf Marine Construction, Inc. of Pensacola, Florida, the lowest and most responsible bidder, with a base bid of $845,112 plus a 10% contingency of $84,511.20 for a total of $929,623.20. Further, that City Council authorize the Mayor to execute the contract and take all actions necessary to complete the project.

SUMMARY:
In September 2020, Hurricane Sally significantly damaged the floating dock system at the Ferry Landing which supports the ferry vessel operations. After consultation with the port’s engineer, replacement of the floating dock and associated repairs to the infrastructure were determined to be necessary.
The project will replace the entire floating dock, the gangway, and repair all utility connections between the dock and the bulkhead. And areas of damaged concrete along the west and north walls of the slip will be repaired.

Budget: $726,937.50 Federal FEMA 75% Funding - Natural Disaster Fund

FINANCIAL IMPACT:
FEMA has obligated a PW to fund this project for $969,250.00 with 75% provided by the Federal Emergency Management Agency (FEMA), 12.5% provided by the Florida Division of Emergency Management (FDEM) and the remaining 12.5% from the City of Pensacola. The City’s 12.5% local match $121,156.25 will be funded from Port Funds. Once final project costs are determined, a supplemental budget resolution will be brought to Council to appropriate any additional costs necessary
