That City Council approve the Amendment to Interlocal Agreement between Escambia County and the City of Pensacola relating to the West Florida Public Library System. Further, that City Council authorize the Mayor to take all actions necessary to execute the agreement as amended.

SUMMARY:
In November 2012, the City Council adopted an ordinance authorizing the levying of a countywide municipal service taxing unit (MSTU) with the incorporated area of the City for library services for a period of ten years, which served to provide a dedicated funding source for the West Florida Public Library System (WFPL). Subsequently, the City Council approved an interlocal agreement between the City and Escambia County in July 2013, transferring all administrative and operational functions of WFPL to the County.
With the pending expiration of the previous City ordinance and pending approval of a new City ordinance regarding the library MSTU, both City staff and County staff seized the opportunity to amend the interlocal agreement to align with our current actuality. After some discussion and negotiation, staffs arrived at a mutually acceptable amendment, with the main highlight of the City now collecting 10% of the MSTU levied within the City limits, effective January 1, 2023. This revenue to the City will be restricted to use only for capital improvements and major upgrades to the library facilities in the City.
PRIOR ACTION:
November 13, 2012 - City Council adopts an ordinance authoring the levy of the library MSTU within City limits.
July 18, 2013 - City Council approves interlocal agreement with Escambia County for all library services
May 26, 2022 - City Council approved on first reading Proposed Ordinance No. 26-22 - Renewal of Authorization and Approval of the Library MSTU within City limits.

FINANCIAL IMPACT:
In FY23, the anticipated revenue from the 10% of the library MSTU in the City limits is estimated at $170,000. A supplemental budget amendment for acceptance of the funds will be presented to Council in early FY23 after receipt.
