SUMMARY:

 

In 1996, the Pensacola City Council created the North 9th Avenue corridor management overlay district to establish specific criteria to address access management of vehicular traffic and to enhance safety in the district for both pedestrians and the operators of motor vehicles.  More specifically, the district was designed to:

 

                     Allow for the orderly rezoning and redevelopment of the district over time

                     Allow for a compatible mixture of residential and business uses

                     Maintain the residential appearance and quality of the district by implementation of design guidelines

                     Enhance the corridor's visual appearance. 

 

Ninth Avenue is a critical corridor that bisects the entire city. The most dangerous intersections, as measured by traffic accidents, are consistently on Ninth Avenue.  The roadway is a major artery in our city. Portions of the roadway are more residential, while others are almost entirely commercial.  There are several sections that are currently struggling with residential vs. commercial development, as demonstrated by recent requests for rezoning and changes to zoning districts.

 

At the City Council Meeting on February 11, 2016, City Council took action to direct the City Planning Board to review the North 9th Avenue Corridor Management Overlay District to ensure the language and specific criteria that created the district is adequate or if amendments to the overlay district need to be made for the orderly rezoning and redevelopment of the district.

 

The Planning Board reviewed the North 9th Avenue Corridor Management overlay District at their March 8, 2016.

 

Meeting and held a workshop on April 19, 2016 for discussion and public input.

 

The Planning Board, through the attached amendments to Section 12-2-24 of the Land Development code, provided their recommendations to the City Council.

 

 

 

PRIOR ACTION:                     

 

July 25, 1996 City Council adopted Ordinance No. 33-96, creating the North 9th Avenue Corridor Management Overlay District.

 

February 11, 2016 City Council directed Planning Board to review the North 9th Avenue Corridor Management Overlay District.
