That City Council award a contract for construction of the Bill Gregory Park Regional Stormwater Treatment Facility Project to Gulf Coast Utility Contractors of Panama City, Florida, the lowest and most responsible bidder with a base bid of $1,519,080.50 plus Bid Alternate #1 of $9,500.00, plus Bid Alternate #2 of $25,000.00, plus Bid Alternate #3 of $25,000.00, plus Bid Alternate #4 of $144,985.00, plus a 10% contingency of $172,356.55 for a total amount of $1,895,922.05.

SUMMARY:

                                          

 The Bill Gregory Park Regional Stormwater Treatment Facility Project is a proposed 2.5 acre stormwater pond project to be constructed on the City of Pensacola’s Bill Gregory Park property utilizing grant proceeds from the Gulf Environmental Benefit Fund managed by the National Fish and Wildlife Foundation (NFWF).  These improvements will capture and treat stormwater runoff from approximately 37 acres currently discharging untreated runoff directly into the eastern head waters of Bayou Chico.  The facility improvements will include a two-tier treatment train system with proprietary pre-treatment units upstream to remove debris and floatables from the runoff before it enters a wet detention pond.  The project will also incorporate functional and aesthetic public amenities similar to those in the recently constructed Admiral Mason Stormwater Park.  These amenities will include enhanced LED lighting, walking paths, a boardwalk, sitting benches, extensive landscaping and passive reflection areas.  This project’s bid alternates include installation of stormwater pre-treatment units, a boardwalk, enhanced lighting and installation of additional stormwater infrastructure to more effectively route stormwater.  

 

PRIOR ACTION:                     

 

October 8, 2015 - City Council approved the Interlocal Agreement between with Escambia County relating to the NFWF Grant for the Bayou Chico Restoration Project at Bill Gregory Park.

FINANCIAL IMPACT:

                     

Grant funding in the amount of $2,180,000.00 has been appropriated in the Special Grants Fund.  To date, $210,845.57 has been expended or encumbered for items related to engineering design and miscellaneous preconstruction cost, leaving a remaining current balance of $1,969,154.43.  The remaining budget balance is sufficient to cover the remaining items that have yet to be completed/expended.
