That City Council award a contract for Fiscal Year 2017 Street Rehabilitation Project Group 8 to MidSouth Paving Inc. the lowest and most responsible bidder with a base bid amount of $1,896,310.00 plus a 5% contingency of $94,815.50 and $6,000.00 for miscellaneous construction items for a total amount of $1,997,125.50.  Further, that City Council approve the supplemental budget resolution appropriating the funds for this project.

SUMMARY:

                                          

On November 17, 2016, City Council approved a legislative action item entitled FY 2017 Street Rehabilitation Project List. This list included three groups containing approximately 618 blocks out of the estimated 1856 total blocks city-wide for the three year period.  Group 8 contains 204 out of the 618 blocks.  The Fiscal Year 2017 Street Rehabilitation Group 8 listing was developed based upon those streets in greatest need of rehabilitation that have not been paved over the past 10 years.  The list was put out for public bid on November 18, 2016 and two (2) proposals were received on December 19, 2016.

 

Public Works & Facilities staff contacted the Emerald Coast Utilities Authority (ECUA) with regard to funding assistance as it relates to the adjustment of ECUA’s sanitary sewer manholes within the roadways being reconditioned. ECUA has agreed to fund the adjustment of approximately 250 of their manholes with funding in the amount of $126,250.00 and approximately 100 of their water valves with funding in the amount of $29,000.00 for a total of $155,250.00

 

The City also includes the construction of handicap ramps adjacent to roadways which are proposed to be rehabilitated when existing sidewalks are present. The additional cost to incorporate the 40 proposed handicap ramps and necessary sidewalk adjustments is $91,280.00 and is included as part of the project.

 

 

PRIOR ACTION:                     

 

 

November 17, 2016 - City Council approved an action item entitled “FY 2017 Street Rehabilitation Project List”

 

July 14, 2016 - City Council approved an action item entitled “Six-Cent Local Option Fuel (Gasoline) Tax” to authorize financing not to exceed $15 million for street rehabilitation, street reconstruction and intersection/traffic improvements.

FINANCIAL IMPACT:

                     

Approval of the supplemental budget resolution will appropriate funding for the project.   Additionally, ECUA will provide reimbursement in the amount of $155,250.00 which will offset the cost of the adjustment to their manholes and water valves.
