SUMMARY:

                                          

In recognition of the need to address the homelessness issue within the Pensacola area, the following recommendations are brought forth for Council discussion and consideration; the recommendations are in an effort to develop a partnership between the City of Pensacola and the EscaRosa Coalition on the Homeless.  The recommendations listed below are provided by Council Member Jewel Cannada-Wynn.  The view of the Council, Mayor and Coalition will be used to develop a final agreement.

 

1.                     That the City of Pensacola request  the EscaRosa Coalition on the Homeless provide liaison services to the City of Pensacola in reference to homeless issues.

 

2.                     That the City of Pensacola support the concept of moving from a culture of enabling to a culture of engagement by providing the following:

 

a.                     Education programs that focus on educating the public, contributors, businesses, and the homeless in reference to services that are available and charitable donation opportunities.

b.                     Provide case management services which include reaching out to the homeless population, providing job referrals, health/mental referrals, connecting to other assistance in the community.

c.                     Increase housing opportunities by supporting the voucher program currently established by the Coalition.

d.                     The Coalition establish a non-profit agency to develop a funding stream through charitable donations.  Identifying an agency to accept donations that will support this program.  Contributors need to know where to send their contributions and be accountable for the dollars.

 

3.                     That the City of Pensacola support the concept of creating a central location for services.  The location to be determined by the Coalition.

 

A onetime donation in the amount of $100,000 in FY 2018  be given for items a - d above. Also, an additional $50,000 for FY 2018 and $50,000 in FY 2019 be allocated to item #3 above. .
