RECOMMENDATION:

That City Council approve and authorize the Mayor to execute the acceptance of the FY18 Edward Byrne Memorial Justice Assistance Grant (JAG) State agreement between the City of Pensacola and the State of Florida Department of Law Enforcement (FDLE), Office of Criminal Justice Grants in the amount of $62,000, upon award of the grant.  Further, that City Council authorize the Mayor to take all actions necessary relating to the finalization of the grant.  Also, that City Council approve the supplemental budget resolution appropriating the grant funds.

SUMMARY:

                                          

The grant award as agreed between the City of Pensacola and the Escambia County Board of County Commissioners is $62,000.  The funding from the grant does not require a local match.  The Pensacola Police Department will use these funds to purchase a laser scanner for crime scene analysts and traffic homicide investigators to capture crime scenes and traffic crashes in 3D.  This equipment will provide an exact record of the entire scene at the touch of a button and permits the site or street to be returned to normal range within a relatively short time frame, thereby reducing manpower hours spent at a scene.  Analysts can analyze such things as line of sight, blood splatter and bullet trajectories to complement other techniques.  The 3D documentation replaces sketches and can be visited multiple times to verify witness testimonies or as otherwise needed during the course of an investigation.
