SUMMARY:
The Community Redevelopment Agency (CRA) and City of Pensacola have annually approved Interlocal Agreements to provide the staffing and administrative relationship between the City and the CRA in order to operate the CRA and implement the Urban Core Community Redevelopment Plan, the Urban Infill and Redevelopment Area (Eastside) Plan and the Westside Community Redevelopment Plan. The Fiscal Year 2017 Interlocal Agreement for Administrative Services was approved by the CRA and City Council for a one year term effective October 1, 2016 through September 30, 2017. City Council is being asked to approve the attached Interlocal Agreement for Administrative Services through the later of December 31, 2045, or termination of the Urban Core Trust Fund, the Westside Trust Fund or the Eastside Trust Fund as provided in Chapter 163 of the Florida Statutes.
PRIOR ACTION:
July 11, 2016 - CRA approved employment of existing CRA staff on a full time basis as CRA Administrator and a search to fill the Assistant CRA Administrator position.
September 12, 2016 - CRA approved the FY 2017 Administrative Services Interlocal Agreement.
September 15, 2016 - City Council approved the FY 2017 Administrative Services Interlocal Agreement.
August 7, 2017 - CRA adopted the FY 2018 Budget Resolutions for the Urban Core Tax Increment Financing District, the Eastside Tax Increment Financing District, and the Westside Tax Increment Financing District.

FINANCIAL IMPACT:
The funding for Administrative Services in the Community Redevelopment Agency Fund, the Eastside TIF Fund and the Westside TIF Fund for FY2018 shall be $371,000 and shall increase each year based on the cost of the actual services provided thereafter.
