SUMMARY:
Over the years, the CRA has constructed a series of streetscape, park, and parking lot improvements that have increased maintenance above the level of maintenance required of the City prior to the improvements. The CRA may allocate a portion of the Redevelopment Trust Fund to support increases in maintenance costs as a result of such CRA projects. As the CRA does not have its own maintenance staff, the CRA contracts with the City Parks & Recreation Department to provide this service. Parks & Recreation has outsourced this function to trained crews with the expertise to maintain the identified areas and provide the additional maintenance activities authorized under the agreement.

The Interlocal Agreement provides for the maintenance and payment of costs for landscape, park and public space enhancement and accessibility improvement maintenance services, and utilities as necessary and required in the designated Urban Core CRA Landscape Improvement Maintenance Areas. The City Council is being asked to approve the attached Interlocal Agreement for Landscape Park, Public Space Enhancement and Accessibility Improvement Maintenance Services within the Urban Core Community Redevelopment Area through the later of December 31, 2043 or termination of the Urban Core Trust Fund as provided in Chapter 163 of the Florida Statutes.
PRIOR ACTION:
September 12, 2016 - CRA approved the Fiscal Year 2017 Landscape Maintenance Interlocal Agreement between the City and the Community Redevelopment Agency.
September 15, 2016 - City Council approved the Fiscal Year 2017 Landscape Maintenance Interlocal Agreement between the City and the Community Redevelopment Agency.
August 7, 2017 - CRA adopted the FY 2018 Budget Resolution for the Urban Core Tax Increment Financing District, the Eastside Tax Increment Financing District and the Westside Tax Increment Financing District.
FUNDING:

FINANCIAL IMPACT:
The funding for Landscape, Park and Public Space Maintenance Services for FY 2018 shall be $247,800 and shall increase each year based on the cost of the actual services provided thereafter.
