RECOMMENDATION:

That City Council place a 60 - day moratorium on the current street resurfacing projects currently underway and that all resurfacing projects cease immediately until the City Council hires an inspector to inspect work completed and report back to City Council.  Further, that the City Council authorize the Council President to obtain the services of a qualified inspector.

SUMMARY:

 

The City has undertaken a street resurfacing project which is currently underway.  As a result of the resurfacing that has already taken place, incidents have been identified where street curbs have been covered with asphalt causing storm water to migrate onto sidewalks and adjacent properties, exacerbating flooding issues.

 

This moratorium would require the City to cease any further resurfacing currently underway for 60-days, during which the City Council will engage the services of a qualified inspector to inspect work that has been completed and report back to City Council with their findings and recommendations.

 

PRIOR ACTION:                     

 

July 13, 2017 - City Council Award of Contract - FY 2017 Street Rehabilitation Group I

 

May 11, 2017 - City Council approved an action item entitled “FY 2017 Street Rehabilitation Project List Phase III”

 

July 14, 2016 - City Council approved an action item entitled “Six-Cent Local Option Fuel (Gasoline) Tax” to authorize financing not to exceed $15 million for street rehabilitation, street reconstruction and intersection/traffic improvements.
