SUMMARY:
Each year, the US Department of Homeland Security makes funding available for the Port Security Grant Program with funds awarded on a competitive basis from applications submitted by qualifying ports on behalf of the port, terminal operators or first-responders responsible for port and maritime incident response within the port’s federally-designated regional Maritime Security Area.
As part of the 2017 program, Port of Pensacola applied on behalf of Pensacola Fire Department and was awarded funding to purchase and install a Maritime Fire Training Simulator. With this simulator firefighters, law enforcement officers, hazardous materials teams, bomb squad units, command staff, and others will be able to conduct and participate in functional exercises that will allow responders to prepare for the unique response and mitigation challenges involved with marine vessel firefighting and emergency response; including: fuels, confined spaces, chemical-biological-radiological-nuclear-explosive (CBRNE) detection, evacuation, search and rescue of trapped occupants, and implementation of a unified incident command structure. There are no other maritime-specific live fire training capabilities in our area.
The grant award is $315,375 with a 25% local match of $105,125 for a total project cost of $420,500.
Since 2006, the Port has been awarded more than $5.5 million in Federal grant funds on behalf of the Port as well as other City departments, including Pensacola Fire Department, Pensacola Police Department, Pensacola Energy and Technology Resources. Critical projects funded through the program to date have included replacement of the City’s antiquated telephone system with a Voice-over Internet Protocol (VoIP) system, replacement of the Englewood communications tower and purchase of the Fire Department’s fire boat.

FINANCIAL IMPACT:
The federal grant award will fund 75% of the cost of the project. The remaining 25%, which represents the local match requirement, will come from savings from the purchase of Fire apparatus as well as thermal imaging cameras within the Fire Department’s Local Option Sales Tax Series IV projects. Approval of the supplemental budget resolution will appropriate the grant funds.
