RECOMMENDATION:

That City Council approve the Public Housing Agency (PHA) Annual Plan for the Housing Choice Voucher program for Fiscal Year 2018-2019 for submission to the U.S. Department of Housing and Urban Development (HUD). Further, that City Council authorize the Mayor to execute all documents necessary relating to the Plan’s submission and Program’s administration.

SUMMARY:
The City of Pensacola Housing Division, as a Public Housing Agency (PHA), is required by the Quality Housing Work Responsibility Act of 1998 to develop and submit an Annual PHA Plan, stating the PHA’s mission, goals, objectives, and progress in serving the needs of the community. As a high performing agency, the Pensacola Housing Division is allowed by HUD to present a streamlined Plan.
Input for the Plan preparation was gathered from four Resident Advisory Board meetings, held during February and March, 2018, as well as a Public Hearing held on May 8, 2018. All participant comments were considered in the Plan preparation and are included.
The Plan must be approved by the governing board of the PHA in accordance with approved program requirements, and Certifications of Compliance must be signed by an authorized official. The approved Plan and Certifications must be submitted to HUD by July 18, 2018.
PRIOR ACTION:
June 8, 2017 - City Council approved the PHA Annual Plan (FY2017-2018) for the Housing Choice Voucher Program.

FINANCIAL IMPACT:
The approved plan must be submitted to HUD on or before July 18, 2018 to remain in compliance with grant requirements and be eligible to receive the grant allocation.
