That City Council award Bid #18-018 Woodcliff Drive at Livingston Outfall Stormwater Treatment Enhancement Project to B&W Utilities Inc., of Pensacola, Florida, the lowest and most responsible bidder with a base bid of $354,556.20, plus alternate #1 of $8,730.00, plus 10% contingency of $36,328.62 for a total amount of $399,614.82. Further, that City Council authorize the Mayor to execute the contract and take all actions necessary to complete the project.

SUMMARY:
The scope of the project is to provide stormwater treatment for two currently untreated drainage sub-basins within the Escambia Bay Watershed. This treatment will be provided by installing two proprietary underground treatment units with associated stormwater structures and piping. This project is consistent with current technology and industry standards for stormwater retrofit treatment and is part of the City’s ongoing program to improve the water quality of area waterways.

FINANCIAL IMPACT:
The total budget for this project is $575,000.00 and is funded within the Stormwater Capital Projects Fund. In FY 2017, $50,000 was transferred from the Fisher Street & 11th Avenue Pond Rehabilitation Project after grant funds were made available for that project. The unexpended funds were carried forward on a supplemental budget resolution in November 2017. The FY 2018 Beginning Budget provided an additional $525,000 for a total budget of $575,000. To date, $40,041.94 has been expended for completed items related to Surveying, Engineering Design, Studies and Permitting leaving a balance of $534,958.06. The remaining budget balance is sufficient to cover the remaining items that have yet to be completed/expended.
