RECOMMENDATION:

That City Council award a contract to AE New, Jr., Inc. for Bayview Senior Center Repairs and Renovations for $252,000.00 plus a 10% contingency of $25,200.00 for a total amount of $277,200.00. Further, that City Council authorize the Mayor to execute all contracts, related documents, and take all related actions necessary to complete the project.

SUMMARY:
The project consists of repairs and renovations to restrooms and offices, and new paint and floor coverings within the entire building. The six firms responded that to the ITB were:
AE New, Jr., Inc. Empire Builders Group, Inc.
Joy Gordon Construction, LLC Larry Hall Construction, Inc.
Birkshire Johnstone, LLC GSI Construction Corp., Inc.
AE New, Jr., Inc. was the lowest responsible bidder.
In order to provide cost savings, the City will directly purchase the replacement Chiller System and the contractor will provide the installation as part of the contract.

FINANCIAL IMPACT:
Funding in the amount of $200,000 for the Bayview Senior Center in the Local Option Sales Tax Series IV Plan was originally planned for FY 2019. However, due to the need to address the issues sooner, the funds were appropriated in FY 2018 on the Unencumbered Carryover Resolution (Res #17-76) approved by City Council in November, 2017. The balances remaining in the Penny for Progress Plan have been carried forward on supplemental budget resolutions each year to fund the project.
