That City Council award a contract for Brownsfield Cleanup of Submerged Land for the City of Pensacola to H.G. Harders & Son, Inc. of Panama City, Florida, the lowest and most responsible bidder with a base bid of $394,552, calculated at a daily rate of $11,796 for a 18 days, plus mobilization of $40,672 with a not to exceed cost of $253,000 for piling debris removal in Pensacola Bay south of Community Maritime Park, contingent upon receipt of all required permits. Further, that City Council authorize the Mayor to execute the contract and take all action necessary to complete the project.

SUMMARY:
The subject property at the 300 Block of West Main Street, Pensacola, Florida consists of a 35-acre submerged parcel adjacent to the south side of the Community Maritime Park. According to historical records, the commercial and industrial piers were constructed of coal-tar creosote-treated pilings around the turn of the 20th century. The piers fell out of use as the Port of Pensacola to the east was improved and expanded. Historical 1940 and 1955 aerial photographs show four pier structures extending from land into Pensacola Bay. In 1966, the piers were destroyed by fire and aerial photographs dated 1974 show no remaining piers. Currently, many pilings are broken off below the water surface creating potential navigation hazards and dock reuse potential.
On June 8, 2018, the City received bids to solicitation for piling removal. Contractors were requested to furnish labor and material costs to perform work required for removal of steel and creosote pilings and associated debris from the submerged parcel. The work consists of extraction and removal of approximately 22 steel “H” beam pilings, 50 vertical wood creosote pilings, and approximately 3,000 cubic yards of creosote pilings and other associated debris from former collapsed commercial piers, and transport of the pilings and debris to the Port of Pensacola for off-loading.
In accordance with the bid specifications, the pricing information was structured such that a daily rate could be computed based on the bid price submitted by respondents. In the case of the H.G. Harder & Sons, Inc., its bid was lowest in total and on the computed daily rate. The company will be allowed to work on the job site until the available funds for the project of $253,000 are expended, which is estimated at 18 days.
PRIOR ACTION:
October 12, 2017 - City Council authorized the acceptance of the U.S. Environmental Protection Agency Grant Agreement in the amount of $200,000 to clean up hazardous substances and petroleum contaminants in city-owned submerged lands to the south of Community Maritime Park.
December 14, 2017 - City Council authorized the Mayor to take all actions necessary related to the finalization and execution of West Florida Regional Planning Council’s grant agreement as a sub-grantee in the amount of $250,000 to remove hazardous substances and petroleum contaminants in city-owned submerged lands to the south of Community Maritime Park.

FINANCIAL IMPACT:
US Environmental Protection Agency grant funding in the amount of $200,000 has been appropriated for this project. The City’s is required to provide 20% grant matching funds. The grant allows the City to utilize in-kind contributions toward the required 20% match. The City’s $40,000 portion will come from staff time spent on the project. An additional $250,000 grant from the West Florida Regional Planning Council is also available for this project. Additionally, Florida Department of Environmental Protection contractors are providing hazardous debris removal through their Site Specific Activities (SSA) Program. Once debris is removed from submerged land and off-loaded at the Port of Pensacola, SSA contractors will remove pilings to a certified landfill for disposal.
