A RESOLUTION OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF PENSACOLA SUPPORTING APPLICATIONS FOR TRANSPORTATION ALTERNATIVES PROGRAM FUNDING TO DESIGN AND CONSTRUCT MULTI-MODAL FACILITIES ALONG SEVERAL CITY ROADS; PROVIDING FOR AN EFFECTIVE DATE.

SUMMARY:

                                          

To provide for the construction of multi-modal improvements to key transportation facilities within the City of Pensacola’s Urban Core and Westside redevelopment districts, Community Redevelopment Agency (CRA) staff has identified a funding opportunity available through the Florida Department of Transportation’s (FDOT) Transportation Alternatives Program (TAP). Staff has engaged Atkins North America, Inc., an engineering and design firm, under the City of Pensacola’s continuing services agreement, as amended, to develop implementable concept plans and provide cost estimates for the submission.

 

TAP funding will be sought for multi-modal improvements to West Main Street from Clubbs Street to B Street, L Street from Cervantes Street to Gregory Street, Gregory Street from Pace Boulevard to I Street, and Wright Street from Pace Boulevard to P Street. Staff will continue to seek alternative funding sources to provide for pedestrian signalization along Pace Boulevard at Wright Street and Jackson Street to support improved pedestrian and bicycle access to the Global Learning Academy, and for other project elements, such as traffic calming/landscape features, which although eligible, are not likely to receive TAP funding due to program funding limitations. The proposed projects will provide for enhanced connectivity and safety improvements to Downtown Pensacola, Legion Field Park, the Westside Library, and the Global Learning Academy. Conceptual plans for the project areas are attached.

 

Due to the time sensitive nature of the application, the CRA and City Council must adopt resolutions in support of the proposed projects during the January 2019 CRA and City Council meetings to successfully submit a complete application and receive funding.
