That City Council increase the award amount for Brownfield Cleanup of Submerged Land for the City of Pensacola to H.G. Harders & Son, Inc. of Panama City, Florida for an extension of piling debris removal in Pensacola Bay south of the Community Maritime Park from a not to exceed cost of $253,000 to $283,000.  Further, that City Council authorize the Mayor to execute all necessary documents to complete the project.

SUMMARY:

                                          

On July 19, 2018, City Council awarded a contract with H.G. Harders & Son to provide debris removal services in Pensacola Bay south of the Community Maritime Park.  The contract was limited up to $253,000 due to other budget requirements under the EPA Brownfields Grants.  The $30,000 increase in cleanup costs now is available due to the Cleanup Implementation phase of the project no longer being required, thus freeing up the $30,000 under that portion of the grant.  The ongoing piling debris removal project concludes tomorrow, Friday, May 31, 2019 unless extended to the extent allowed with the increased budget of $30,000.  This action would allow the transfer of the funds from that unused phase to the cleanup phase of work and a change order to be executed.

 

Due to the time constraints, this item is being presented as an Add-On Item.

 

PRIOR ACTION:                     

 

October 12, 2017 - Council authorized acceptance of the US EPA Brownfield Grant agreement of $200,000.

 

December 14, 2017 - Council authorized the West Florida Regional Planning Council Brownfield Grant agreement of $250,000

 

July 19, 2018 - Council approved Award of Bid No. 18-017 to H.G. Harders & Sons Inc. with a  not to exceed cost of $253,000 for piling debris removal in Pensacola Bay south of Community Maritime Park.

FINANCIAL IMPACT:

                     

There is no additional financial impact to the City.  The $30,000 originally designated for cleanup implementation is no longer being required, thus allowing the $30,000 to be used for additional days for piling debris removal.
