That the Community Redevelopment Agency (CRA) award a contract for construction of the Jefferson Street Sidewalk Project to Gulf Atlantic Constructors, Inc., Pensacola, Florida the lowest and most responsible bidder with a base bid of $190,775.00 plus a 10% contingency of $19,077.50 for a total amount of $209,852.50.

SUMMARY:

                                          

On November 6, 2017, the CRA approved Supplemental Budget Resolution No. 2017-19 CRA, funding the Jefferson Street Road Diet Project.  This streetscape improvement project focuses on the western side of Jefferson Street, between Romana and Intendencia Streets, adjacent to the Saenger Theatre.  The location of these improvements is opposite streetscape improvements constructed as a part of the Southtowne mixed use project on the eastern side of Jefferson Street.

 

The completed Southtowne project is a transformative redevelopment of the former Pensacola News Journal site. The significant level of private investment made in this project has provided a major boost to the downtown segment of the CRA Urban Core.  The new residential units have increased the population living in downtown.

 

The proposed CRA sidewalk project will complement the Southtowne improvements by constructing the second half of a road diet on a portion of Jefferson Street.  It will further enhance the neighborhood by narrowing the roadway, providing traffic calming, and a safer, more walkable environment for residents.

 

PRIOR ACTION:                     

 

November 6, 2017 - The CRA adopted Supplemental Budget Resolution No. 2017-19 CRA, appropriating funding in connection with the Urban Core Redevelopment Revenue Bonds, Series 2017.

 

November 9, 2017 - City Council adopted Supplemental Budget Resolution No. 17-79 appropriating funding in connection with the Urban Core Redevelopment Bonds, Series 2017.

 

November 8, 2018 - City Council adopted Supplemental Budget Resolution No. 18-50 carrying forward available balances from the Urban Core Redevelopment Bonds, Series 2017.

FINANCIAL IMPACT:

                     

Funds for projects in connection with the Urban Core Redevelopment Bonds, Series 2017 were originally appropriated on Supplemental Budget Resolution No. 17-79.  Funds remaining at the end of FY 2018 were carried forward on Supplemental Budget Resolution No. 18-50 on November 8, 2018.  Funds for the Jefferson Street Sidewalk Project were originally budgeted at $250,000.  To date, $56,230.82 has been expended/encumbered for engineering design services leaving an available balance of $193,770.66 which is not enough to complete the Jefferson Street Sidewalk Project.  Additional funding of $15,084 will be transferred from the AF Housing-Infill project providing sufficient funding to complete this project.
