That the Community Redevelopment Agency (CRA) award a contract for painting and fabrication services for the Palafox Pier Railing and Painting Project to D & R Painting, the lowest and most responsible bidder, with a base bid of $210,284.00, plus a 10% contingency of $21,028.40 for a total amount of $231,312.40.

SUMMARY:
On October 9, 2017, the Community Redevelopment Agency (CRA) appropriated funds for the maintenance and improvement of amenities located within Plaza de Luna Park and along the Palafox Pier Promenade, including railings, benches, bollards and light poles.
Bid No. 19-018 was issued on March 22, 2019 for painting and fabrication services for the Palafox Pier Railing and Painting Project. The project includes painting the railings, fabrication and installation of new gates and painting of light poles, bollards and benches within the Plaza de Luna Park and along the Palafox Pier promenade. The solicitation closed on April 30, 2019. D & R Painting was the sole bidder, with a base bid of $210,284.00.
PRIOR ACTION:
October 9, 2017 - The CRA adopted Supplemental Budget Resolution No. 2017-14 CRA appropriating funds from the sale of the CRA property located at 150 S. Baylen Street for maintenance and improvement of CRA amenities.
October 12, 2017 - City Council adopted Supplemental Budget Resolution No. 17-72 appropriating funds from the sale of the CRA property located at 150 S. Baylen Street for maintenance and improvement of CRA amenities.
November 8, 2018 - City Council adopted Supplemental Budget Resolution No. 18-50 carrying forward remaining balances from the sale of the CRA property located at 150 S. Baylen Street.

FINANCIAL IMPACT:
Funds from the sale of the CRA property located at 150 S. Baylen Street were initially appropriated on Supplemental Budget Resolution No. 17-72 on October 12, 2017. The remaining balances were carried forward on Supplemental Budget Resolution No. 18-50 on November 8, 2018. Sufficient funding for this project is available in the FY 2019 Community Redevelopment Agency Fund budget.
