SUMMARY:
The City Council discuss the following regarding Boards, Commissions and Authorities for possible future action items:
1. An individual serving on only one Board. Currently we have individuals serving on more than one Board. While not a violation of the dual office holding provision, should people be allowed to serve on more than one board simultaneously?
2. Currently, regarding certain boards, the code is silent to residency requirements. Should the code be amended to reflect “be a city resident or own property within the city?”
3. Should there be term limits regarding serving on the same board? While all elected officials within the city have term limits, the same is not true for appointed board members.
4. Should there be a limit on the amount of time (consecutively) that a person can serve as the chairperson of a single board?
5. Should there be a standard set of Rules & Procedures promulgated for each board and approved by the City Council? Equally, should amendments to a board’s rules/procedures and/or bylaws need approval of the City Council prior to taking effect?
6. Should the boards be reviewed to ensure they are adhering to the City Code as well as the expectations of the City Council? For example, should there be a process, similar to referral to the Planning Board, for the Parks and Recreation Board?
