SUMMARY:

                                          

Article 5.6.2 of the CRA Bylaws requires Board Members to submit items they desire to place on an agenda to the CRA Administrator for the Chairman’s approval a minimum of 14 days before the meeting.  Recently, CRA staff has found this timeframe to conflict with the current City of Pensacola agenda schedule, which requires items to be entered into the Granicus system roughly 21 days before the meeting.

 

The actions required in the preparation of system-ready agenda items, including generation of supporting documents and advanced submission/review by the City Attorney, extend the de facto deadline to at least 28 days. This revision to the bylaws is therefore recommended to permit staff to meet the set agenda deadlines.

 

Additionally, from time to time, the CRA must cancel meetings for various reasons, including lack of business or due to a state of emergency, such as the COVID-19 pandemic. Historically, cancellation of CRA meetings has been called by the CRA Chairperson. The current CRA bylaws, however, do not sufficiently allow for the cancellation of CRA meetings for these reasons. Amendment of the bylaws is recommended to provide for cancellation by the Chairperson or by three (3) or more Board Members at a scheduled meeting and to provide noticing requirements for meeting cancellations.

 

PRIOR ACTION:                     

 

June 5, 2017 - The CRA amended its bylaws to add provisions for supervision and direction of CRA staff.

 

July 15, 2019 - The CRA approved revisions to its bylaws to align the CRA’s procedures with Amendment No. 1 to the Interlocal Agreement for Administrative Services with the City of Pensacola, which revised its staffing arrangement for the administration of the CRA’s activities and services.

 

September 9, 2019 - The CRA approved the amendment of its bylaws to align with changes to the Interlocal Agreement for Administrative Services with the City of Pensacola and City policies and procedures.
