That City Council award a contract for ITB #20-059 Port of Pensacola Berths 5 & 6 Shore Power Project to Bill Smith Electric, Inc. of Gonzales, Florida, the lowest and most responsible bidder with a base bid of $208,859 plus a 5% contingency of $10,442.95 for a total of $219,301.95. Further, that Council authorize the Mayor to execute the contract and take all actions necessary to complete the project.

SUMMARY:
The Port of Pensacola continually seeks avenues to provide the most sustainable and eco-friendly operating environment for vessels in port and all port users. This project will install 400A shore power for use along berths 5 & 6. This will reduce fossil fuel driven vessel generator usage and other gasoline/diesel equipment in the berth area.
Shore power is already installed on berths 1 & 2 and has been heavily utilized by ship and shore users over the past 7 years since installation. Additionally, the ability to market to potential customers that shore power is available for those berths, versus vessels having to utilize their onboard power generation sets while in port, is highly desirable and a discriminator to choose Pensacola for business.
PRIOR ACTION:
May 16, 2019 - City Council adopted a resolution to accept the Joint Participation Agreement between the City and the Florida Department of Transportation for Port Berth Improvements Initiative in the amount of $225,000 with a $75,000 required matching funds for a total amount of $300,000.

FINANCIAL IMPACT:
The FDOT FSTED Berth Improvement Grant will fund most of the project and was appropriated on Supplemental Budget Resolution No. 2019-28. The $75,000 portion of the contract represents the local match requirement that was also appropriated as part of the same resolution. Additional Port Funds of $10,683.38 will supplement remaining costs of the project.
