SUMMARY:

The State legislature revised the requirements of the Affordable Housing Advisory Committee (AHAC) appointments in HB 1339, which requires that effective October 1, 2020, the AHAC must consist of one locally elected official from each county or municipality participating in the State Housing Initiatives Partnership (SHIP) Program. Commissioner Lumon May was appointed to the AHAC by the Escambia County Board of County Commissioners as their locally elected official.

The City of Pensacola and Escambia County jointly administer the SHIP Program through the Interlocal Agreement between Escambia County Board of County Commissioners and the City of Pensacola Relating to the State Housing Initiatives Partnership Program.  The AHAC, established in 2015 pursuant to the SHIP Program regulations and the Escambia/Pensacola SHIP Interlocal Agreement, serves as an advisory committee that makes recommendations to City Council and the Board of County Commissioners regarding initiatives to encourage and facilitate affordable housing programs.

The SHIP Program and Interlocal Agreement require the City and County to jointly establish and appoint a committee of locally elected officials and citizens who represent the membership composition required by the Program.
